localed (locale daemon for org.freedesktop.locale1)

localed is a system service that manages the system locale and
keyboard configuration. It implements the
org.freedesktop.locale1 D-Bus interface as a drop-in
replacement for systemd-localed on systems without systemd.

It supports PolKit authentication and manages locale.conf,
vconsole.conf, and X11 keyboard layout configuration.
